Micro-purchases are small purchases made by a government agency or military buyer for supplies and services valued at $3,000. This type of transaction avoid the slow paper-based procurement process for those government buyers that require products or services quickly. This method circumvents the Federal contracting mechanisms in an effort to disencumber procurement officials to move swiftly to procure much needed items that can be approved swiftly processed, purchased and shipped within a very short amount of time. Often procurement officials, supply technicians and government buyers can initiate a Request for Quote (RFQ) to start this process. Once competitive pricing is obtained by quotation an internal approval process in initiated. Once approval is given, a government purchase cardholder will place the order using a SmartPay or other government purchase card.
Initially the first version of credit card provided to government buyers was known as the IMPAC card. The SmartPay Program replaced the IMPAC program in 1998, and is the program in place today.

The SmartPay card provides a flexible purchase framework. In addition to everyday purchases, the card is often used during emergencies that involve Federal agencies. It can also be used to spend Federal stimulus program money.
In order for your company to accept the SmartPay card, you simply have to be able to process Visa and MasterCard purchases. Hundreds of B2B catalog companies, merchants selling business products over the web, and thousands of storefronts get Federal business via the credit card, and many simply do not know it. Unless you look closely at the credit card when you are processing it, or if you know the card prefix numbers (VISA cards starting with 4486, 4614 or 4716 and MasterCard cards starting with 5568 or 5565 are all Federal credit cards). Many of the BtoB catalogers have targeted the government credit card purchasers by mailing directly to the cardholders. Government credit card orders with the catalog companies average 15% larger than BtoB orders.

The federal government issues certain U.S. Government Bankcards (for example, GSA SmartPay® cards) to some of its employees for use when traveling. Such cards state that payment of all purchases will be made directly by the federal government. The cards may also list property and services which may not be purchased using such cards.
Sales to employees of the federal government holding such cards are exempt from Wisconsin sales and use tax, because they are considered sales to the federal government, provided one of the three items, above, is provided to the seller.
